However, if your main email address, phone number, and alias were deleted or replaced, including your two-step authentication. There is a high possibility that your account cannot be recovered. Any ideas if this means its been stolen or hacked?

my account was just stolen and the person used my 500 microsoft points, a want on to a site called fifa 11 ultimate team then my account was hacked

Email hacked and also xbox hacked. Sorry to hear that.

All you can do is recover your email account first (and see what else has been compromised), and then recover the xbox account (and any other accounts that were compromised from the stolen email account).

Well, without proof that it was hacked/stolen it wouldn't be locked.. for example, if someone reported my account as being stolen or hacked.. they would need proof to support their report. Did you provide proof?
