My game updates keep putting themselves into a queued state even when they are the only item ...

My game update for Sniper Elite 3 refuses to complete. When I install the game offline and then update it, it goes to 100% and then stays there. When I try to install it while connected it gets to a certain point and then it continually goes in and out of
a Queued state.

Downloading game updates and downloading games

When attempting to download a game... or a update for a game.... the install goes "queue" like every 5 minutes, it makes the download go by very slowly. there is nothing else in my queue and the game still goes into "queue" all the time making it take hours
to download a simple update. very annoying. any ideas how to prevent this?

 

Download Queue and Offline Achievements issue

I will preface this by saying I live in a rural area with access to only one expensive wireless internet provider that has strict data caps and enormous fees for overages.

Ever since the new Xbox One update, items that I have queued for download and paused for the next time I have access to unlimited internet (at a friend's house, taking my Xbox to work to update, etc.), keep un-pausing themselves whenever I turn on my machine.
This also happens any time I bring my Xbox back online from an offline state.

I have to systematically pause each item in the queue, sometimes multiple times to stop the items from downloading and eating into my already limited bandwidth. I understand the simple solution would be not to queue items for download until I have access
to unlimited data, but this worked fine in the past and now does not.

To save the annoyance of having to do this every time I power up my machine, I have discovered issue number two.

It seems that any achievements now earned while the Xbox is in an offline state (settings > network > network settings > go offline) no longer unlock when you bring your Xbox back online. I started playing offline to save the time and frustration of pausing
and re-pausing items in the download queue.

Upon reactivating the connection to chat with friends I went over to the activity feed to see what I had unlocked and found no new items when I know there should have been new achievements there. Imagine my frustration of spending over an hour of collecting
nuclear waste barrels in GTA V for an achievement, only to see that the machine only acknowledged it as being 29% done and now having no way to unlock this unless I play over halfway through the game on a new save file.

Please review and see what can be done to address these issues. Long time Xbox fan and supporter. Thanks in advance for your help.

 

I had this same issue yesterday. Turns out that was an update for the console. If you are in the preview beta then head over to Settings and check if you have an update. Once that is done your game update will finish.
