Select “Contact Us.”
Make sure the first drop-down menu of the contact form is set on “Epic Accounts.”
Fill out the rest of the contact form with the necessary information concerning your case.
Be sure the email address you enter is one you have access to.
Describe your inquiry as “Hacked Account / Unauthorized Purchase” in the last drop-down menu.

My Microsoft account got hacked. The hacker was baiting me to get him verification codes of changing the security info of my account, then got raid of my account.

He deleted the original email of my account which is "*** Email address is removed for privacy ***" then somehow changed the account email to another one named
"*** Email address is removed for privacy ***" (These info is shown in first image, check attachments).
After doing so, he got raid of all my security stuff like verify phone number and email.He was clearly hacking my account. He literally deleted my original email of this account "*** Email address is removed for privacy ***", if he is not hacking this account, he has no need to do it...

I really need help!

You didnt actually give him the verification codes did you? If so this would've been what allowed everything else that happened afterwards to occur.

You can change you country or region following this steps:

1. Sign in to your Xbox One console.
2. Press the Xbox button to open the guide.
3. Select Settings.
4. Select System.
5. Select Language & location.
6. Select your new location from the list, and then select Restart now.

No this doesn't help I have done the recovery three separate times already and have been denied.

We don't influence the decision process for that team. If you have more information that will prove that you are the owner, please use the form to submit that information. Sadly, there isn't much more we can do at this front.

The fact that Microsoft allows that quick of a change of the main email on account is just stupid and shows how poorly protections are.

When someone updates their security information on their Microsoft Account, a notification is sent out to aliases and email accounts attached to the account, telling you that your information has been changed.

You should have had a link on that, to contest these changes, and change your password. In addition, your account would have been restricted for 30 days while this information is being changed.

If you didn't contest this change during this time, the information would be change and the restriction would be removed. This is because the system believes these changes were made by you, as you didn't contest it.

And by what I mean I was able to get into my Email account because even though he changed the recovery settings AOL is at least smart enough to not actually delete the old emails out of the system unlike Microsoft.

Unfortunately, the team must use the form, and they won't know if you are the owner without the evidence. If you are getting the error "This account, no longer exists" means they have removed the email they use to sign into your account.
