That is normal. that is the fan my xbox one x has always made a similar noise

We cant discuss self repairs on here OP, (repairs that would require you to open the console).

So the only course of action that can be suggested is to contact MS and order a repair/service.

If you are still under the standard warranty (1 year from original purchase date) then a repair would be free, otherwise there would be a charge attached.

Have you ever tried putting another fan on the xbox console? You can fix it from that if the fan on the xbox has stopped working
