Well, when I received the initial permission notification and clicked “allow” perhaps the site should have notified me that a cc would be required instead of automatically taking me through the process of adding funds to her account.

It’s not a problem with “her balance”, it’s a problem with the payment systems and the way the site is set up. In any event, it’s resolved at this point.

Be sure to update her account's billing information through https://account.microsoft.com > Payment & billing > Address book. In Payment options, try to add a valid payment method as well like a card to her account. You may remove it later on if her gamertag change becomes successful.

I understand. But still, you should be able to use her account balance to change her gamertag. I am not sure what happened but it's possible that there could be a temporary problem using it.

So you were able to change her gamertag using the CC? It must be a problem with her Microsoft balance. If that's the case, you may instead try to use it in purchasing games or in-game stuff on her account. With regard to gamertag change, it's only given free within 30 days upon the creation of the account.

Note: It wouldn't allow us to use the money I put on her account but the change went through when I changed the payment for the gamertag change to the cc. So essentially I gave Microsoft money that we now can't use and paid for a gamertag change that should be free, at least for the first time.
