My cloud gaming says it unavailable even though the region is on the US

Hello I have a xbox one on a samsung tv. When I got the new gamepass ultimate it said that I needed to use cloud gaming. To download most of the games. My region is set on japan but it still say that cloud gaming is not available in my area. Then I changed my region to the US but it still says that its unavailable there.

You cannot change your region when you're not physically located in, and even if you were successful the performance would be abominable over such a distance

Unfortunately while cloud gaming is available in Japan it is not available on smart TVs in Japan for a reason not specified. I'm sorry I have no information beyond that. It's possible Samsung support may have some insight but I wouldn't count on it

but everywhere i look it is in the right region
