Multiple accounts on Xbox One and Xbox One S DLC issues

Currently I am playing Destiny on the day one Xbox One. I used to have the family plan on XBoxLive and I have 4 gamertags. During the slow times I started over on another account. I typically just log out of one account and log back into another and continue
to play. All games and DLC's are available for each of the accounts. I pre-ordered the new Xbox One S and when I received it I transferred everything over to it and discovered that I needed to open my main account and leave it open in order to access games
on family gamertags. That's not really a problem and others have told me they have to do the same on their XBoxes for family members. The problem is that now the DLC's are not available on family accounts. Has anyone else experienced this or found a solution?
My S is currently disabled but I plan on setting it back up later. Is this a Destiny issue or an Xbox issue?

If I have multiple Xbox live accounts on my xbox and I buy dlc on one of them will every one get the dlc?

 

Fo4 dlc problem

I gave my brother my old Xbox one and got the Xbox one S, thing is all my Fallout 4 dlc was on there. So is there a way to get that dlc back to my Xbox one S?

 

It's how the licenses work. You can only share content with other acccounts without being signed in on your Home console. You would need to set the new console as your Home.

This is because of Home Xbox and how digital licences are granted.

On your main console - your first one in this case, which is set as Home Xbox - any profile can play all of your games, regardless of whether the account that purchased the games is signed in or not. The Home Xbox could even be offline and the games will
still work. On any other console, the account that owns the content needs to be signed in (it could be another account playing, but the owner needs to be signed in).

So, if the One S is now going to be the family's main console, you can designate that as Home Xbox in Settings and all family profiles will be able to play your games - and access all DLC. On your Day 1 console, you would now need to be signed in for your
games to work and to access DLC.

Note: you can only change Home Xbox designation three times per 12 month period.
