Precision targeting manual glitch

having problems with the precision trgeting manual. I have bought it and it says i have it but it is not lit up on my skill tree and says i am one skill short. Anyone know how to rectify this?

Multiplayer training manual locations

After the ~5.5GB update with no provided patch notes I have located some of the online manuals:

Inspiring Presence – Freytag Home Furnishing – upper floor

Food inventory slot +2 – Fountain Ground level in front of North pole area behind elevator

Skill Move Efficiency – Oh-San’s Sun & Moon Sushi – Ground Level – Kiichir Plaza

Precision Targeting – Caribbean Cove – Pirate Ship left most crow’s nest

Final Blow – The Virago Hotel – Front counter

Elemental Critical Hits (Explosive) – Miami Boardwalk sewer tunnel right as you walk in on a red tool chest next to a yellow hard hat. This one glitched for me the first time if you do not see it wait about three seconds for it to load.

Melee, Ranged, and Thrown Inventory Slots – On the counter at the Miami Boardwalk Go Kart Speedway.

In case you missed the only one that was in the mall before the update it's located in Homerunners.

Precision Targeting can be purchased from the safe houses. The only one I have found as a pick up item in the mall was in the sports shop called Home Runners. This was the Evasion training manual.

This is why I say the range in the game is way off. In the Army soldiers are trained to shoot and easily hit 300 meter targets with an M16 using iron sites. While in training I personally never missed a single 300 meter target. In my opinion 300 meters in
the real world looks like around 150 (maybe 200 at the most) meters in BF3. With a scoped rifle I could very easily and consistently hit a target at 500 meters.

Yeah, since taking up Overwatch my aim with a controller has gotten a lot better. So now when I play a more story based shooter, I can get through it a bit easier. Sometimes you need the right kind of challenge to train you into better skills. Like lately
in Destiny 2, I have been liking this scout rifle that gives you some great bonuses for headshots/precision shots. And more and more I find myself nailing shots on targets that are moving, dodging or far away.

To be precise, my campagin works, my multiplayer ranking and credits are there, but my service record and multiplayer "player" wont download because it says the server is down. huh?
