It is. MS maintains datacenters all over the world.

Playing telephone with a higher tier of tech support doesn't work well.

 

I live in the Midwest and currently have a 66ms latency with cable internet, never had any issues with latency when playing Ghosts. So what is your proof of this latency? do you have any trace routes or Wireshark captures?

And I wouldn't claim to be a network engineer, aside from working with a group of "network engineers" that are complete morons that I have to fix what they break several times a month, it also reminds me of a Microsoft contract I worked when XP released,
the actual MS employees that I worked with always made fun of people that claimed to be engineers or had their MCSE because it didn't mean "Microsoft Certified Solutions Expert", but "Must Call Someone Else", which has been pretty true.

 

And my lag not a XBOX thing. But this XBOX out reciveds data faster my broke down crappy laptop. And it less ram then the laptop and my WP8.

 

CoD Ghosts doesn't use MS servers in any way. Your argument is invalid.

I play FM5 extensively and (in Switzerland where it is not yet released) I still connect to Swiss, Spanish, German, French, and English LIVE infrastructure for both 360 and One despite the fact the One is not out yet in Switzerland. Connecting to an English
server (furthest) is the equivalent of crossing about two states. That is, minimal latency. The Swiss servers are within 50km of me so I get excellent games. However, when playing Battlefield I connect to EA servers which are poor quality and give a higher
latency. CoD is the worst for latency, with the only servers in Europe being user hosted or in the UK.
