Movies & TV app hasn't worked for about 3 weeks. Caused me to lose money on a download.

I rented a movie over the Xbox Marketplace on September 16th but when I tried to watch it the app failed and I got the error code 0x80070490. I tried all of the troubleshooting on the Xbox website and forums that I could find but nothing would work, so I
rented the movie on Google instead and tried to initiate a refund for the movie I rented.

I noticed today that the refund got denied, citing the 16 point on the terms of service or something saying that Movies and Television aren't covered for refunds for whatever reason. I tried to open the TV & Movies app again today and I get the same error
code.

Two part question, 1 is there any way to fix this error once and for all and 2, are there really no protections for if digital movie and television content doesn't work? This isn't the first time I rented a movie from Xbox and my app broke, and I couldn't
watch the movie OR get a refund that time either. Why would I bother renting a movie from the XBL marketplace when it can just not work on a whim and I won't get my money back?

Delete the app and reinstall. Usually works. Refund idk?

Same issue for me and the same code. No matter what app i try downloading. Just purchased a movie on xbox but cant download “movies and tv” app so i cant even watch what i paid money for. Im running on an xbox one x. I did all the trouble shooting steps,
even multiple reboots and a soft reset. Not a single thing works and everytime i try to download it says “sorry,looks like our service isnt working right now”

Pressing the "B" button on the game pad causes the Movies & TV app to remove the "connecting" screen, and the video then becomes visible.

The bug does not seem to happen if the Movies & TV app is already running before you start casting. So, as another work-around you can start the Movies & TV app on the Xbox One first.

there wont be an update to allow you to play movies tv series etc via a usb stick, microsoft and the other companies ..netflix etc will simply lose money if you watch a tv series or a movie through other sources.
