His account should automatically be promoted to an adult account as soon as he reaches the age of majority in the country you reside in. This should separate his account from any family accounts, but it sounds like there could be something else going on
as well. Does everyone in the house share the same Gamertag, or does everyone have a separate one?

That is correct, I do not have my own gamer tag. I simply setup that Microsoft account to play xbkx, now I want to limit screen time so I created a child account

Do you mean their own gamertag? Or do you mean they used your account to play games? Saved data and bought games are tied to the account they are used on.
