Money in microsoft account - unusable to purchase games?

Make sure you're making the purchase on the console. The website has not been updated to use currency from your account for purchasing 360 content. On the console it should show you how much you have in your account when you start a purchase. You may just
have to change your payment method to your account balance.

Thanks for your post. Any unused Microsoft Account credit will remain on your account until you use it for another purchase. So if you have $60 in account credit and you only spend $50 the other $10 you can use to purchase a game of that amount or less or
even use that amount towards a more expensive item in the store in a split purchase with a credit/debit card.

If your account has been permanently suspended you forfeit all of your purchased DLC, games and any unused Microsoft points. You will have to purchase the DLC again, it can not be transferred over.
