Thank you for posting here on the Forums. Xbox already supports in-game authorized mods for certain games like Skyrim on the Xbox one. At this point, it would be up to developers to allow these authorized mods for their games.

As Nestor stated you can go to Xbox ideas to promote an idea. Although most mods approval in this case would go through the developer, you could go to their forums and post on there as to what you would like added to the game.
