Modified joystick control? This feature have ELITE Gamepad.

I don't think modified/extended joysticks are against the rules of Xbox. Maybe particular games could consider it cheating or hacking, but Xbox themselves sell these controller accessories.

(Edit: I would recommend blocking the players who use them, so you will have a less chance of encountering them)

Which game are you talking about, as quite often it is up to the developer to police as it is on their servers. If you have proof they are using modded controllers, then at the time you come across them in game, report the gamertag for cheating, via the
console. Other than that and telling the developers, there is no further action you can take.

that's fine, but I do not think any of the accessories sold by Microsoft come with mods that alter the standard execution of game functions. as in pubg for example, a player who was in a match with my
friend using one of these adapters turned a single shot weapon into an automatic weapon.

I know the elite control and I can guarantee that he has none of these options: anti-recoil, Quickscope, rapid fire.
