Moders and Cheaters - When will these people be banned?

I have been an COD player for many years and have enjoyed hours of multiplayer games however, lately, it seems that there are many many hackers on the site and Microsoft is not dealing with the problem, why are they not getting banned?

I sent a (very) slightly inappropriate message to a player and got banned immediately because, it turned out they were underage.....Why are underage players allowed to play an adult rated game anyway? and if Microsoft have the power to ban me for this minor
infringement then why are they ignoring players that are moding and wrecking the game for all the paying and loyal customers?

I would be very interested in a reply.

Enforcement actions do not factor age of the individual the message was sent to. In the future just report the offending party and do not engage them in chat or messaging.

Unfortunately all we can do for now is keep reporting cheaters that we come across both in-game and through Xbox Live. That way both the game developer and Xbox are aware of the issue and can hopefully resolve it. They deal with a lot of reports, so you'll
have to be patient. Fingers crossed they can get it resolved so you can get back to just enjoying playing the game.

Modders and cheaters do get banned, but there's really nothing to stop them from creating a new account and doing it again. It's ultimately up to the developers to patch their games to stop it from happening in the first place.

While games may be rated M, it only keeps children from being able to purchase the games themselves. As long as they have parent's permission, they are allowed to play.
