Modern Warfare Purchase/Data Pack Missing Loop.

I know this is a frequently asked question, but I've tried every single option I've found online over the past 3 days to no avail.

Microsoft support can't even call me because of a voicemail loop issue.

When I install Modern Warfare from the disc, after 10+ hours it finally installs, but says I need to purchase the game, with Warzone being the only available option. After following several troubleshooting tips, I can remove the 'purchase' need, but it will result in missing data packs. If I meticulously go though and follow more troubleshooting tips to resolve the missing packs issue, it will result in the need to 'purchase' the game again.

I've tried clearing MAC address, deleting saved data, removing and reinstalling all the packs via xbox settings, and reinstalling via microsoft store, and reinstalling via in-game settings. I've uninstalled and reinstalled the game entirely TWICE, once online and the other offline and then going online for the updates. I've done a reset on the console keeping all games.

I've had a similar issue once before last year and I somehow resolved it, but this is different as it is a perpetual loop.

After waiting half an hour twice for microsoft to call me, I don't get a call but instead receive a voicemail saying to press 1 to talk to a representative, but all this does is just replay the voice message. I never receive a call, just a voicemail.

I only asked this question because I seem to have no other way of contacting support - you shouldn't post your phone number on the forum though, anyone can see it and that could be potentially dangerous.

i've had modern warfare for the last two years and all the updates made me not have my multiplayer for modern warfare anymore and I don't know how to reinstall multiplayer for modern warfare since I have the disc version and I don't know what to do because Customer service will not help me can someone online help me

also I spent a lot of money on my characters in their packs to get my characters and like over hundreds of dollars worth of them and now since I can't play multiplayer I don't have them no more **** man a lot of money on modern warfare DLC's in the game and now I can't even play it I need help please someone contact me to 2674076737 do you have any advice please contact me

I have a similar issue as well. Bought digital download of MW, included campaign packs 1/2, multiplayer, and spec ops packs. Everything on purchase history is MW including the game picture. Although, on my Xbox home menu, the COD Warzone Pacific appears but no MW. And when I open that it defaults to Warzone Pacific automatically so I back out to a screen that shows Vanguard, Warzone, Cold War, and Modern Warfare. The Modern Warfare option gives me 3 options, campaign, multiplayer, co-op. But when I choose any of those it says I’m missing the data pack. And now I’m at a loss cuz I can’t find the data pack that I need apparently and Xbox customer service makes you go through a maze of forums like this just to help other customers. I’ve downloaded and re-downloaded it twice, restarted, power restarted. Nothing has helped.
