Modern warfare only working on 1/2 xbox's

I'm trying to play Modern Warfare 2019 on a xbox one s(digital) and it is showing I do not own the multiplayer portion of the game. I've bought it originally on Bnet and have
been playing multi/ warzone on PC and have already linked my account's (xbox/ps4/ bnet) through Activision as well. I do own 2 xbox one s(digital) but only one of them can play multiplayer. The non-working multiplayer xbox I'm trying to access it on, shows
I need to purchase it from the xbox store. I've made sure all multiplayer packs 1&2 and the data pack are all installed and both consoles are showing the game file size is 132GB so they both have everything they need. I've restarted the non-working console
numerous times as well as cleared the cache multiple times (held power 10sec. > unplugged power for a few min) I've even reinstalled the game 3 times(1 was a console to console internet transfer) as well as completely sign out, uninstalled and cleared the
stored data for MW so that there was no trace of the game on the console then completely formatted the console, signed in, reinstalled and still the same issue happens, able to play warzone due to it being free and multiplayer showing not purchased on the
account.

To add the the mysterious issue, I got my friend's account(who also played Bnet and linked his account just like I did to play on xbox) and tried his account on my working
xbox and it loads MW just fine and able to queue a multiplayer/ warzone game just like my own profile. However, I put his account on the second xbox(after the complete format) with the issue and same issue, it can play the free warzone part just not multiplayer
as it shows he does not own it just like my own profile.

Just to be sure I'm clear... both consoles do have gold and are able to access online/ live games on all profiles and
I am able to access multiplayer on 1 of the 2 xbox's I own so nothing is wrong with the account linking on activisions site.

Also, I just now decided to check on the Microsoft store on PC and it even shows I own it there as well.

I've been having this issue for about 3 days now, any and all help would be awesome.
