When it comes to missing 1100 CP and Blackcell Operators in Call of Duty, you may need to wait for the release of Season 1 Battle Pass.

This is written on the note of the game support article:

The Battle Pass, Call of Duty Points, and Tier Skips will be available in Modern Warfare III once the Season 1 Battle Pass becomes available in the game. Use of the Battle Pass only applies to the Modern Warfare III Season Battle Pass.

I also am having trouble buying the season 2 pass; it says it is unavailable. It looks like I can buy the individual episodes just fine....

Battle Pass redemption applies to Season One of Modern Warfare III Battle Pass only.
