    Browsing the more nefarious parts of the web (ie various hacking and modding forums) reveals 'turboing' in this instance is the process of setting up a script that automatically tries to get change a GT's name to something more desirable every few seconds.
    Bit like how car theft is known as 'boosting' in some circles.

    Too use the OP as an example -

    Evil Doer wants the GT 'Fireflies' but can't have it because Time Crafty has it.

    Evil Doer sets up a script that automatically tries to change a GT's randomly assigned name (or any other name) to Fireflies every few seconds.

    The script gets many rejections because of Time Crafty's ownership of the GT.

    Time Crafty then decides to transfer the GT 'Fireflies' to a different account.

    'Fireflies' as a name is freed up by the system

    The script manages to successfully change the randomly assigned name of a GT to 'Fireflies' as a result.

    Evil Doer becomes the new owner of the GT 'Fireflies'

    I have absolutely no idea what the ruling on the field is regarding this practice. If Evil Doer tries to sell the 'Fireflies' GT then that's an automatic permaban but I'm not going to venture a guess into what the ruling is if he just keeps it for himself.

    I don't have a clue what "turbo-ing a GT" means but it doesn't sound legal. Anyways, if the other person has the gamertag there is no way for you to retrieve. If you gave up the tag in the first place from your previous account, anyone could have taken it.

    Great.... freakin customer support told me to go to the forums cause it's a pain in the **** filling out a case review from a cell phone... Microsoft royally screwed me over and might lose a lifetime customer over this stupid crap.

    You aren't allowed to call out other players on the forums. Use the dashboard reporting tools. You can also contact your local law enforcement agency as DDoS is illegal. Finally, contact your isp provider and explain to them what happened. They can issue
    you a new ip.
