I was on a grand theft auto 5 lobby when theres was a man called [MOD REMOVED] and he was at level 25 and was sent to 46 is seven seconds and made the lobby glitched and even told me he was a modder

The enforcement team does not read these forums. The best course of action you can take is to File a Complaint, Block
Communications with the Player, Mute the Player , and Submit a Player Review and Avoid the Player for each
player you feel is violating the Code of Conduct or Terms of Use. Just make sure not to send him a message after
you block him as it will unblock this player. The enforcement team will eventually catch up to the player(s) and they will take the appropriate action against the individual(s). Just be patient and give it some time as a console ban or permanent suspension
is a serious matter and there is no going back, so the Enforcement Team wants to ensure they are 100% certain in their investigation before taking any action. Also, it is against forum rules to post offending gamertags (Also known as “naming and shaming”).

Modding the console is illegal (as well as invalidating the warranty). Any information of this type will be deleted and with consequent ban.

hey i was wondering if you download mods on your xbox and play completely offline, do you get banned still?

if you download mods for one game but play online for another, will you get banned?

lastly if you download mods for a game, play offline and when you wanna play online you delete the mods and play. will this be okay? is modding your xbox illegal?

i was told xbox supports it. can you download mods on a usb then upload it to xbox

The only mods that are supported and allowed are ones that can be downloaded directly in the in game store of the game in question.

For instance fallout 4 has a mods section in game where you can download official mods. Anything else outside of these sort of mods wouldn't be allowed at all and would put you at risk for bans.

Mods on PC are fine, which is what those are for. Only a couple of games on Xbox support mods and Minecraft is not one of them. Unless it's a game that suppprts mods, modding of any kind is not allowed on the Xbox, single player or not, and can put you at risk for being banned.
