    I just bought the mk11 premium and I thought that Shao kahn is included but I still can't install it. They still want me to buy it. Isn't it supposed to be included in premium edition?

    Thank you for posting on the Xbox forums. We understand that you purchased

    Mortal Kombat 11 Premium Edition    , but you did not receive Shao Kahn. Shao Kahn is available with game if you pre-ordered Mortal Kombat 11. If you did not pre-order the game, you will need to purchase the character. The link we provided explains which characters
    are included with the premium edition. We hope this information helps!

    Have you gone to "my games and apps" highlight MK11 and checked for any add ons there? It should be there to download.
