We do not see the required spending for this offer. Keep in mind that Gold Subscriptions are not eligible for MyVIP, and therefore not eligible for this offer. This is mentioned in both our MyVIP FAQ:

We calculate MyVIP payback as a monthly whole and award it by midway through the following month. However, since your purchases went toward the VIP Boost offer, they would not award payback. Purchases that go to offers do not award payback as well.

When you visit the Xbox Live Rewards page you can find a link the FAQ for the transition to Microsoft Rewards. The FAQ indicates that your MyVIP Star Rank will give you bonus Points for your purchases, e.g., 4 Star Rank will give
you 80 bonus points per $1 spent (90 points per dollar total). This will extend through Dec 31, 2018.
