Missing DLC, but still have limited access

I pre-ordered Destiny 2 and each DLC when it came out. I did the same for my son we haven't gameshared any Destiny content until this week. We gamed together for years on both 360 and XB one platforms. I stopped playing Destiny 2 as of February 2019. I just
purchased the newest dlc gameshared for both of us. We both have access to the dlc. However When I try to play one of my previous pre-order DLC's (Forsaken) it says I must purchase it...

I looked in my add-ons and dlc's and it WAS there with all my pre-order bonuses

I uninstalled the forsaken dlc (and wasa going to reinstall) but kept the add-on bonuses, now the DLC has disappeared and it's no longer available for me to download!

I still have all my weapons and gear from forsaken

I can still access all the locations

I CANNOT access any quests

Xbox support was ZERO help. They said I was gamesharing it and DLC's don't gameshare. I told them I'm currently able to gameshare Shadowkeep. Then they told me I never downloaded it, I asked them how do I have access to all my bonuses then. They told me it
was free 2 play that I downloaded, I assured them it wasn't because I played over 1,000 hours on it, plus I STILL have access to ALL forsaken content except quests. They went back to "well you must have been gamesharing it then" I agaain told them I wasn't
but even if I did, I should currently have access since my son and I are sharing shadowkeep and he also has Forsaken without any issues. It continued this cycle of illogical arguments from them.

I will say this, it's not in my purchase history though which makes me wonder if I purchased the DLC on the bungie website and there's a licensing issue from their end. Even if that's the case I should still have access through gamesharing with my son though.
None of this makes any sense! Any help would be great!

Like I said:

#1 - I was NOT game sharing until Shadow Keep DLC this week.

#2 - Shadow Keep DLC is working perfectly with game share

#3 - Even if I did game share Forsaken (which I didn't) then I would have ZERO access to any forsaken content, but I have access to EVERYTHING except the quests. All my old gear and weapons are still there.

#4 - If I had game shared AND that is the problem, This means my son and I NEVER would have been able to game together during the forsaken DLC, but we did it without issue.

#5 - I still have all my pre-order bonus add-ons that are working from Forsaken

Support is right about the destiny dlc. They can't be shared because of bungie not allowing it.

Just got off the phone with Microsoft as to why I was having trouble downloading Curse of Osiris. The told me explicitly that Bungie had set it up so that DLC could not be game shared despite the intentions of Microsoft's gameshare system. So as of
now I blew 35 bucks on the season pass just before gift giving season and I can't use it. Not a ton of money, I know, but some of us our broke. Maybe give an upvote so people can see and hopefully get warning? There may be time to save some!

That's not accurate. Like I said. We're currently game sharing the Shadow Keep DLC without any issues (it's the first game share for destiny we've done) so Bungie DLC's are definitely gameshare compatible. Even if that was the case, then that would mean
I would have no access to any Forsaken content It would also mean that I would have had this problem and never would have been able to game with my son, but we didn't because I purchased them separately I currently have access to ALL forsaken content except
the quest. The only thing you can't game share is the annual pass.

The DLC would have been installed from a disc. It is also limited only to the disc based versions of the game. A digital download wouldn't have been able to access it even if you had it still on your hard drive.
