From the look of it, the developer decided on two different sets of achievements for the same game on different platforms. There is nothing that can be done to match the achievements.

no actually i wasnt login on xbox my steam because bugged on admin 1 and i open second adminastor then now acces my xbox account swo ive locked my steam achievement except 3. so im log my xbox acc and rerun achievements excepot 3of request 3 achievement please

Steam and Microsoft/Xbox are separate ecosystems so they have separate achievements. There's no way to "merge" the two.
