To make sure you are changing your account's region properly, please access Update your Microsoft account if you’re moving to a new country or region | Xbox Support and make sure to follow the instructions provided. You need to also make sure that the device you are using, as well as the account both belong to the same region to avoid any confusion.

Also, there are two versions: Minecraft Starter Collection and Minecraft for Windows Starter Collection. One is for Xbox, the other is for PC. May I know which one have you purchased?

It looks like you redeemed Minecraft Starter Collection, not Minecraft for Windows Starter Collection. The one you redeemed is the console version of the game.

Thanks for coming to the forums. The reason there is no option to install. There are only the

starter collection and master collection for sale. A lot of different games are doing this now, where the base game is not able to be purchased on its own.

Seems like what you have purchased is the Xbox version which is why there is no option to install it on your Laptop. You should get the Minecraft for Windows 10 Starter Collection instead of the Minecraft Starter Collection.
