Minecraft purchased texture packs and mashup packs not available for family members

Since the upgrade to the Better Togetjer version of Minecraft the marketplace was also made available for the Xbox One. Before the upgrade as the primairy user of the Xbox One I purchased Minecraft and several texture and mashup packs. My family which all
have an account and an Xbox Live account are part of the family on the Xbox.

Before the upgrade all purchased content was available for all familiy members such as the Fantasy, Natural or City texture pack or the Greek and Chinese mashup packs. AFter the upgrade only I can use all purchased content on both the Xbox and on my Windows
10 desktop. None of the family members are able to access it.

I tried to add all content to the Global Resources, marked all content in Storage. Tried both with me logged on to the Xbox and without. No change. Both my wife and my daughter have no access to the content. They can however play all the games on the Xbox.
So the Minecraft game itself works fine, just not the additional content.

Can you please let me know if this is intended behaviour of the marketplace or if it is a bug that should be fixed?

I googled a lot for this issue. Found a lot of comments of ppl having a similar issue but found no statement what soever from either Microsoft or Mojang that this is intended to work this way or if its a bug.

This is intended behavior, it's designed this way so that users can take the DLC they own and play it on all different versions of Minecraft from Xbox One, Windows 10 and Pocket Editions of the game. So while the game can be shared on the home console, the
DLC will not be able to be shared. This is similar to how games like Call of Duty operate, where a player can play to unlock a weapon camo, but only the player who has paid for the unlock can use it.

This is what was promised. This is what I expect. I will not be repurchasing all those DLC packs for my children, as that would cost an awful lot of money. They are very unhappy about that, and are not blaming me - but Microsoft.

The explorer pack includes the base game and the explorer pack which consists of: Chinese Mythology Mashup, Natural Texture Pack, Biome Settlers Skin Pack, Battle and Beasts Skin Pack, and Campfire Tales Skin Pack.

The starter pack includes the base game and 700 minecoins, mash-ups, texture packs, skin packs and the starter pack which consists of: Greek Mythology Mash-up, Plastic Texture Pack, Skin Pack 1, and Villains Skin Pack).

And yes, Xbox Live Gold is necessary to play with friends.

The reason for this is that Minecraft texture packs are usually downloaded as .zip or .rar files, not .jar files. It's possible that the file you downloaded is not actually a texture pack, or that it was downloaded incorrectly.

To open a Minecraft texture pack in the Java edition, you should follow these steps:

Download the texture pack from a trusted website, such as the official Minecraft website or a reputable modding website.

Once the file has downloaded, open the Minecraft launcher and click on "Options" and then "Resource Packs".

Click on "Open Resource Pack Folder". This will open the folder where your Minecraft resource packs are stored.

Move the downloaded texture pack file into the folder.

In the Minecraft launcher, click on "Done" and then go back to the "Resource Packs" section.

You should now see the new texture pack in the list of available resource packs. Click on it to select it, and then click "Done".

The texture pack should now be applied to your game.
