Minecraft PE: Unable to connect to world message

I was trying to play Minecraft with my cousin, but when i tried to join him it popped up the unable to connect to world message on my screen. we figured it was just a glitch but when he tried to join me the same message popped up. Neither of us are on beta and we’re both updated, I even looked at our privacy settings. Nothing seems to be working so far, I’ve tried everything from unfriending him and then refriending him to changing privacy settings. Please help us all this started happening out of nowhere!

I have seen this when one player is on a beta version of Minecraft and the other isn't.

If one of you is on a PC, is the PC version of Minecraft moded?

Hello, me and my friend cant either join each others world. We bought the MCPE from APPSTORE and same version 1.13.0. How to fix this? Because if we cant play together, imma just refund
