Once re-enabled, try this:
1. Sign out from your account on both the Xbox app and the Microsoft Store
2. Reset the Microsoft store cache using the wreset.exe command.

3. Double check if everything is up-to-date via Windows Settings > Update and Security > Windows Update, also check for Updates via Microsoft store

4. Once everything is up-to-date, try now to sign in with your account on both the Xbox app and the Microsoft Store
5. Finally, open Minecraft and try playing multiplayer

I have done all of this and Minecraft's multiplayer is still disabled

First of all, let's reconfigure Your equipment to recommended state:

1. Disable manual port forwarding/port triggering

2. Disable DMZ

3. Enable UPnP

4. Enable DHCP for Your Xbox One.

After that, do multiplayer test and when it's ends press LB+RB+LT+RT and copy detailed NAT information to Your answer.
