Minecraft Marketplace Won't Download

Please let's try this on your console:

1. Turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely.

2. Unplug the console's power cable from the console and from the power outlet. Wait 5 minutes.

Important: Be sure to wait at least 5 minutes. This step resets the power supply.

3. Plug the console power cable back in.

4. Press the Xbox button on your console to turn it on.

Aftert that, try to remove and re-add your profile on the console.

Could be good disconnect your router from power for about 3 minutes, then power it and when everything's up and running please try again

Yes, for the MS store then you can try opening the game's marketplace to download the texture pack. You're trying to download it from Minecraft's marketplace right?

If you reinstall Minecraft, you won't lose any Minecoins or anything you bought from the Minecraft Marketplace. However, you may have to reinstall worlds and texture packs you bought. You also won't lose any worlds downloaded to your system. You will be able to install it again by following these steps:

Go to My Games & Apps>Full Library>All Owned Games, and you can reinstall it there.

Which device you are using to play Minecraft?

I am able to download stuff from the Microsoft store. It’s only Minecraft marketplace I can’t download anything.
