Please try to move it to another folder (for example, if it is on the Download folder on your computer, move it to the desktop). Then, right click on it and select "Run as administrator". Let me know how it goes.

Have you tried to download the Windows 7/8 Launcher? If not, go to Minecraft website (https://minecraft.net/download) and please download the Windows 7/8 launcher. Try playing the game using it. Make sure you sign in with the correct Microsoft Account used for the Migration.

You can also try to run it on compatibility mode:

Right-click the Minecraft Launcher > Click Properties > Go to Compatibility tab > Check Run this program in compatibility mode for > Select Windows 7/8.

for me it worked to reboot my router. NOT restart, but reboot from the web menu. I found that my issue also affected a number of websites, including emag.ro and delivery apps like glovo (I'm european). I've had this issue for a couple of days, maybe it will help to try this too

Try reinstalling, but not the latest version. Instead install one not too recent but not too old and give it a new try.

Also, try creating a new local user account in case there's a third party program causing this conflict with Minecraft:
