I contacted Mojang support and they sent me a download link for Windows 7.

if you purchased from minecraft.net then yes it is compatible but you need to make sure you select and purchase the correct version, the version for windows 10 wont work on previous windows and only the version on minecraft.net will work. contact mojang support if your having issues.
