So I got Minecraft on my Xbox in 2017, and recently I got a PC, and I was wondering if there was a way to download Minecraft from my Xbox onto my PC

No. Minecraft is not a Play Anywhere title, so you would have to purchase the PC version in order to play it on the PC.

On minecraft there will be a thing called the “Minecraft store” go to the mincraft store and search up “Texture Update pack” it will be free once you download it you can play cross platforms, servers arent up yet for PS4

Completely understand why you would not want to create a new character, but unfortunately the two different platforms do not transfer across one another. Minecraft needs to set up a "cross save" feature to accomplish this.

There is cross purchases, but cross saves is different. To access any worlds on Minecraft on a different platform, then you would need a subscription to Minecraft Realms. Otherwise local saves would only be available on the game.
