Minecraft coin cards are not working.

I'm pretty sure because it's because Minecraft has it's own store and uses it's own coins. If nothing else you could buy them a digital gift card with enough money to get enough coins to buy whatever pack you wanted to get them.

That being said, I regret to inform you, but once a code has been redeemed, it is not possible to transfer the content to another Microsoft account.

Microsoft has announced this in the following article:

“Note: After a code has been redeemed for a Microsoft account, the content can’t be transferred to the correct account.”

Unfortunately no. You would have to get in touch with the person who bought it to see if they still have access to the receipt or if they can contact the retailer they purchased it from to see if they can get the code again somehow.
