To sync a Minecraft Bedrock Edition world from a PC to an Android phone, you can follow these steps:

On your PC, go to the "Saved Worlds" folder for Minecraft Bedrock Edition. This folder is usually located at "C:\Users[Yourusername]\AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\minecraftWorlds".

Find the world you want to sync in the "Saved Worlds" folder and copy it to a location on your PC that is easy to access, such as the desktop.

Connect your Android phone to your PC using a USB cable.

On your Android phone, open the "Files" app.

In the "Files" app, navigate to the folder where you want to save the world on your Android phone.

On your PC, drag the world folder from its current location and drop it into the folder on your Android phone.

Once the transfer is complete, disconnect your Android phone from your PC.

Wow thank you, I seem to have fixed it.

So i went to the Xbox Live Multiplayer settings on my pc and it said under my NAT settings that there was something wrong with my Teredo settings and i went to the website it told me to for more info on fixing issues with Teredo.

Teredo has to do with IP addressing and tunneling, so i was kind of thinking a program on my pc would have messed with it, ive installed and uninstalled a lot of software that does a lot of crazy stuff, but even after i get rid of it, theres still leftovers
that are hard to find and clean up.

It ended up being a Hamachi network adapter driver i still had on my pc, Hamachi is VPN software which uses tunneling so i figured it would be messing with it. Disabling the service and software was not good enough tho I had to uninstall it and finally he was
able to join right after, which means it definitely was the problem.

Thank you so much for your help, i didn't think NAT settings through xbox live were on my PC, was my first thought on the xbox one.

Thank you for bringing this issue to our attention. Sounds like it could be your friends account having issues and your network on your PC.

Please go to Start menu >
Windows Settings >
Gaming > Xbox Networking >
Xbox Live Multiplayer
(If there is a network issue it'll let you know)
What does it say for the NAT Type and Server Connectivity? (PC)

I recommend to uninstall your friend's account from the Xbox
and just make sure they know their Email and password information.

Also, before you re-add the accountPower cyclethe console, and then add the account.
