You'd need to try & track down a physical version of the game as it looks like the game has been removed from the store front probably due to licenses expiring.

Hopefully you can find a physical copy of Midnight Club Los Angeles it's a classic

Unfortunately if the game is region locked, you wouldn't be able to purchase a digital copy on the Xbox store. You could try tracking down a physical copy.

This game was delisted last year in 2018 and this is why you dont see it in the Xbox Store. However, you can buy the physical copy of the game via online or try a video game store in your area.
