    As long as they are selling you one of the membership cards, those ones for sure work with any country. It should be in the notes if there are any issues, but I do not believe the memberships are region locked.

    Panama is not on the list of supported countries for Xbox Live
    www.xbox.com/.../countries     and therefor it cannot be guaranteed if purchasing a code will work at all.
