Microsoft wont let anyone create a new account

You have to be 18 year on your microsoft account otherwise it wont let you create a custom gamerpic

if he is a ten year old and his account reflects that and wont let him download, who is the parental account? There might be a conflict there. Otherwise, create a new account?

Wont matter best advice make a new account and set a pass code dont let anyone know the email or pass

only problem with that is the console wont let me create a new profile
