Microsoft Windows/Xbox games "can’t open because it is offline. The storage device might be...

So after much consideration, I decided to move my internally installed 8TB M.2 NVMe SSD (Corsair MP400) drive which was set as the D: drive; to an externally connected USB-C/Thunderbolt M.2 format drive enclosure.

Basically, I wanted to put the original OEM supplied 1TB M.2 SSD drive back into the gaming laptop as it originally was when I first purchased it and then have the 8TB M.2 SSD drive (which contains all my games) externally connected via Thunderbolt/USB-C connection.

Fortunately, the now externally connected 8TB drive has retained its disk volume letter "D:" and thus Steam games client/launcher and EA games client/launcher had no problems and continue to launch games as it did before without issue as they recognise the D: drive is still the D: drive with all games intact on it - thank god as M.2 SSD's have limited TBW (total bytes written) values and thus preservation is key. Having to reinstall terabytes through some rudimentary system would be perverse and detrimentally corruptive to the costly lifespan of an SSD's TBW value.

However with Microsoft Windows/Xbox PC games, there is an issue. All of the *games within my Windows/Xbox PC games library that I already had installed, appear to have their launch tile shortcuts 'ghosted' and any attempt to launch any of them results in the following error:-

"can’t open because it is offline. The storage device might be missing or disconnected."

This makes no sense as I'm using the same PC gaming laptop, logged into the same Microsoft Windows account, using the same SSD drive which contains the same games and retains the same "D:" drive volume letter assignment. All that's changed is the drive's link in which should be an easy option to perform in the 21st century and Steam, EA and other game launchers have shown this is not an issue whatsoever. Needless to say I'm grateful that the other game client/launchers are helping in the preservation of my M.2 SSD's TBW value by way of not forcing me to do something unimaginable in the 21st Century as to re-download terabytes of games data.

Therefore how can this unusual Windows/Xbox games error be rectified and resolved?

*note: Microsoft Flight Simulator is the only exception which appears to still launch and run as normal. Microsoft Flight Simulator still works as is the case with Steam, EA, Uplay and other game launcher's games.

    :)

Can’t open because it is offline. The storage device might be missing or disconnected.

Thanks for sharing this information. First, see if Windows is updated:

Open Settings > Update and security > Windows Update > Check for updates. Install any optional update too.

Then, please reinstall the gaming services and reset the Microsoft store and the Xbox app. Please perform these steps with the Microsoft store and the Xbox app closed and make sure there are no games being downloaded or installed on both apps.

    - Go to start > Search for PowerShell > Right click > Run as administrator. Type the following command and press enter:

    get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers

    - Press Windows + R and type in "regedit". Press enter.

    - Search for HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services

    - Delete the folders "GamingServices", "GamingServices.net" (if they're still there).

    - Go to Start > Settings > Apps > Apps & features > Microsoft Store > Advanced Options > Repair, then Reset.

    - Go to Start > Settings > Apps > Apps & features > Xbox App > Advanced Options > Repair, then Reset.

    - Press Windows + R. Type TEMP and press enter. Delete all the files inside this folder. Repeat this step by typing %TEMP% and Prefetch. Delete everything on both folders too.

    - Press Windows + R. Type WSRESET and press enter.

    - Restart your computer. Run Powershell as administrator and run the following commands (one at a time):

    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

(this command can show you some errors, this is normal, just wait until it ends)

    start ms-windows-store://pdp/?productid=9MWPM2CQNLHN

    - Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt. Also sign in on the Microsoft store with your Microsoft account.

    - Restart your computer one more time. Open the Xbox App and sign in with the same account as the Microsoft store.

    - Check your computer region/country and language and please make sure it is the same as your Microsoft account (https://account.microsoft.com/profile). Also check your time zone and date/time is correct.

See if the error persists and please let me know.

Can’t open because it is offline. The storage device might be missing or disconnected.

I am getting this same message after upgrading my CPU 13700k/motherboard/RAM, still on Windows 11. I can open other games, just not MS Flight Simulator.

"Microsoft Flight Simulator can’t open because it is offline. The storage device might be missing or disconnected."

I followed the steps above and it did not resolve my issue. XBOX app wants to install it, though it shows another game in there as already installed and playable (Far Cry 5). Can you please help?
