Microsoft Verification form not working

Apparently I do not have enough information on the form and I keep getting turned down immediately. This is a old account i’ve been out of for years that and I no longer know or have the cards to, I know most of the other information like my skype and Xbox user, even the names I know was under the cards and the account. I’ve done all I can do but also have a lot other information that could prove I owned the account like older xbox usernames/friends and even the multiple regions of cards I had on the account, is there anyone I can speak to on the phone about this problem? I’ve been trying for about two years to get this account back. Sadly I do not have the old Xbox anymore and cannot look at the xbox live device id.

I have an account that I lost and there is a phone number verification but I lost that phone number and got a new one and I tried the recovery form but it dident work but I also have video proof that I have the account I tried the recovery form but it didn’t work

The recovery form wont work if you have 2 step verification enabled.

When you first enabled the phone number verification it would have given you several backup recovery codes which are meant to be used in this exact sort of situation. It would have told you to save them somewhere safe.

Did you save those codes? If not unfortunately your account would be forever lost as having two step verification enabled also takes the ability to recover the account out of the hands of support

I'm sorry to hear that your brother lost access to his Outlook account. I know how frustrating it can be when this happens. Let's say that the only alternative you have at this moment is to send the account recovery form (Although you already mentioned that they have tried it many times, believe me, it is the only option to recover an account), I have also been through this situation and filled out the form approximately 6 or more times until they managed to verify that I was the owner of the account. If you allow me, I can give you some recommendations:

The first thing is to enter information that the account has, in case a phone number or card has been deleted, you should simply omit that information and not add it to the form. That said, you can enter the following link:
