From what I can gather from that gobbledygook is that you get a message that your console is banned but you can't use it offline.

If that's the case try the offline diagnostic tool.

I would link you to what it is & how to use it but this forum is such a mess now I probably wont find it.

 

Clearly you have been slapped in the face. Fortunately there are other consoles to buy. I should add that consoles are cheap so... just buy another one or move on.
