Microsoft Store uninstalled

It simply states that:
The Microsoft Store should not be deleted from the system since it's a default app. Please simply press the power button on your Xbox and click on Restart. If it still doesn't show, try to power cycle it. Press and hold Xbox's power button for 10 sec. Unplug the power supply for 30 sec. Plug it back in and turn it on again.

I looked for a solution to your problem and I found this site that may have the solution to your question.

It suggests first a hard reset, then if unsuccessful, clear your cache, or uninsall game and reinstall.

I hope this helps, I do not have contact with higher ups, but still hope everything gets resolved.

As to why this occures, unfortunatly I am not sure but if I find anything out I will post an update.

The WindowsApps folder is restricted even when you are the administrator. You'll have to manually take ownership of the folder to gain full control but this is not advisable.

What you can try first is to use Disk Cleanup utility and see if this will delete the folder. The other method you can try is run PowerShell as Administrator and type the command
Get-AppxPackage BethesdaSoftworks.Dishonored2-PC_1.0.9.0_x64__3275kfvn8vcwc | Remove-AppxPackage
