Microsoft Store showing wrong region

I am trying to purchase Skate 3 DLC, which is a xbox 360 game but I am playing it with a pre-owned Skate 3 disc on my xbox one. The issue is that when I try to add my payment info to purchase it the country/region is set to Canada. So I can not select my
state that I live in for the correct billing information. Both my microsoft account and my xbox account both have my region set in the United States so I have no clue why it’s locked to Canada. Could it be that my pre-owned skate 3 disc was a originally purchased
in Canada and now I can’t change it?

United States and Canada use the same region code, so I can't see that being the issue. Have you tried to purchase the DLC via the Microsoft website?

Even if the Disc was purchased purchased in Canada and you're in the States, as long as its the same Region code, it would be fine. NTSC is the regional code for your Canada and the States. Countries like South Africa use PAL.

You may need to check your account locale and settings.

Was your account previously created in Canada?

On the Xbox One, you can change countries simply by changing the country and locale in your console.

However on the Xbox 360, your account will stay in the country you initially created it.

If necessary, you will have to migrate your account.

BEWARE! Read the "fine print" about the account migration, and understand what will move with you, and what can't be moved with you during the account migration!
