'Microsoft Store' app malfunctioning on Xbox One

Microsoft Store app on Xbox One X malfunctioning as of mid-day 30July2019.
Cannot update, delete, or re-install the app.
Cannot purchase or download new content to Xbox due to Store app not working.

All Xbox Live Services state they are working correctly.
My Microsoft account is in good standing and my payment method is valid.
Please Advise.

Yeh i have just tried to buy an add on for dirt 2.0 got my text message with the code entered the code correctly...

got the circle of death then it asks me again for another code!!!

Thank you for reaching out to Xbox forums support. I'm sorry to hear about the Microsoft Store App issues that you're experiencing.

If you haven't already done so, go ahead and try performing a Soft console Factory
reset on your console by doing the following:

Press the Xbox button to open the guide.
Select Settings.
Select All Settings.
Select System.
Select Console info & updates.
Select Reset console. [DELETE EVERYTHING]

Make sure you have both your email and password on hand as you will be asked to sign back in. There is an option to delete everything, go with that option. Afterwards, you'll need to redownload your profiles, games and apps.. but I feel confident that it'll
resolve your issue.

If you have an Xbox, go ahead and hard reset and power cycle the Xbox. If you have a PC, go ahead and fully restart the PC and try again.

Is a xbox one s and i try remove the outlet cord to turn off but not work he continue with the problem

If it had been a simple update these were needing, we wouldn't be talking. Everything is up to date... in fact, I attempted to uninstall and reinstall said Xbox app to be able to reset it because it started malfunctioning first and no updates were available for it.
Then upon reading another one of these forum posts from a situation very similar to my own, it suggested removing the microsoft account from the computer to only re-add it after a restart...
I attempted to do this and now the computer won't even allow me to add it back nor will the microsoft store allow me to reinstall the xbox app.
