Yes, exactly. My subject is about, piracy, cheating, and illegal commercial use of software in esport and gaming. I tried asking gaming cafes owners about how they managed that but they refuse to answer what makes it even more interesting. Thanks for the reply.

There will no longer be a mass reset. In 2016 the policy was updated so that a tag will be released if a person does not sign into their Xbox account within 5 years. If a person doesn't sign into their Microsoft account within 2 years, the account will be deleted which should also free up the tag. There's no way to know for sure how inactive an account is since the accounts are used on multiple Microsoft services. There are also multiple others using the same tag, so even if the original gets freed up, you'd still get a suffix attached since multiple people are using it.

After some policy changes, there will not be another mass reset. As of 2016, if a person doesn't sign into their Xbox account for 5 years, the account will be freed up. As of August 30, 2019, if a person doesn't sign into their Microsoft account within
2 years, the account will be closed which should free up the gamertag as well. Otherwise, with the new gamertag policy, multiple people can use the same gamertag, you'll just be given a suffix to differentiate between tags.
