My question here ist why is it not possible to download content to xbox 360 hard drive.

Eyery time I try to download something I get an error message from Microsoft Movies & TV:

Can't get the license needed for playback.

May anythink wrong with XBOX LIVE Service?

I found out that most problems are issues with XBOX LIVE.

Digital movies purchased form the Microsoft store are only streamed to your console, there is no download option so you require a connection to view them.

On a Windows 10 PC you can use the Movies and TV app to download them for offline viewing.

I see your confusion. Since we have a branch called "Microsoft Movies and TV" which is where you purchase movies and TV (https://www.microsoft.com/en-us/movies-and-tv), what that FAQ entry is saying
is that "Season Passes from the Microsoft Movies and TV store" are not eligible for MyVIP. I can see how this could be read as "Microsoft Movies" and "TV Store Season Passes" are not eligible.

You are correct that the season passes are not eligible, but movie purchases are fine. TV episodes that are not a Season Pass purchase will also work. We'll let our web team know about this feedback!

Sounds like you are using a different account on your console than the one you used to purchase the movies.

Hello BEYOND, sorry to hear you're having trouble with your movies.

Although I have nowhere near 11,000 movies (only a couple hundred here lol), I do absolutely agree that the current method of sorting needs some improvement.

I would like to recommend posting a request or upvoting a previous one for movie sorting in the apps via this link https://www.reddit.com/r/xboxinsiders/wiki/ideas/ so the devs can see it
