The most clear process I've found is:

1. Close MSFS (and Steam if you are using Steam)
   
2. Launch MSFS
   
3. Wait for Content Manager to search for updates. Missing Content should start to download.
   

If this does not work, please start a ticket with the MSFS support team. Submit a request – Microsoft Flight Simulator Support.

Besides reinstalling the game did you tried something else or that’s all?
Are you able to see the game in your Microsoft account order history with status completed?

Once there, make sure to change the "3 months" filter and use instead "All available" next to "Ordered within"

If you try to install the game on PC, it works?
And, are you using an insider build / beta OS in your console?
