Microsoft banning system needs to be changed

Your friend would have to try submitting a case review at http://enforcement.xbox.com However, profanity does violate the code of conduct so it's unlikely the enforcement team will
overturn the suspension. If he got a permanent ban, it's most likely because they either found he also did something else or he has a history of multiple suspensions whoch results in a permanent ban.

As for the other player, as long as you reported them, the enforcement will investigate them and take the appropriate action. Investigations can take time. Profanity can be found a lot quicker which is why your friend was banned so quickly and it seems like
the other player isn't. Occasionally the enforcement team will send you a thank you message, but they don't with every case. So there is no way for you to know 100% when/if they take action on the other person.

you run into a toxic player then Report,
Block and Ignore the user, and do not engage them as Enforcement doesn't see anyone as defending themselves. They look towards the
Code of Conduct/Community Standards for Xboxonly. Furthermore, once blocked, do not respond
to any of their messages as this will unblock them from contact.

The internal hard drive is not meant to be swapped or changed in any way. Doing so would violate the terms of service and would put you at risk for being banned. If the system is having hardware issues, you would need to set up a repair with Microsoft.

The rules are exactly the same as they are on the xbox 360 & you certainly couldn't get away with saying anything without being banned.If you said the same thing on the 360 & were reported then the result would be the same.

Everything you do on xbox live must be rated E for everyone.

Not sure what this "theory" is but older gamers should know how to follow the rules better than "kids" so that logic makes no sense.

As the enforcement team don't use the forums you would need to go to their site to find out about any enforcement action on your account & file for a case review if eligible

You would need to continue try to work with Microsoft Rewards customer support about the ban since that is done through their system.
