Microsoft Account

I have been going in circles for 2 days now. I recently found out that my Microsoft account was hacked. I went to go sign in the other day and it was not taking my password. I then went to go in to reset it and saw a suspicious recovery email that was
not mine. I removed that email from the recovery list. Now I am trying to get a code sent to my original email that I used with the account so I can reset it, but no codes are being sent to the email provided. I have called Microsoft Support #, which I
might add is completely useless. All they do is have a menu and regardless tell you to go to a help Website which again is absolutely useless. There is no option to speak with a live representative. Anyway...after going through the useless help software
Xbox and Microsoft use I have 2 options.

1. Reset my password by sending an email that will provide I code. Which I never receive

2. Fill out a recovery form. Which I have done twice and got rejected for reasons I have no idea. All the information I put in is correct.

What else can be done? I am unable to log into my Xbox Gamertag now which has all of my digital purchases. Therefore, I cannot play any games since they were all bought online and through the account I cannot access. That also doesn't include in game
add-ons I have purchased. I do not want to lose any of this.

Can someone please help with the situation? I am out of options and don't know what else to do.
