What am I supposed to do when I get this message? "According to our records you have exceeded the amount of times you can install this product with the license key you entered."

Yes, it is not listed in the play Anywhere game, however, it says from the details on this link in the middle part, https://www.xbox.com/en-US/games/store/microsof....

It shows that it is playable on PC and Xbox Series X/S.

As per the Store page; https://www.xbox.com/en-US/games/store/microsof..., Microsoft Flight Simulator Premium Deluxe is also playable on PC so you should be able to download and play it on your computer.

Flight Simulator X isn't. That is an old game. However Microsoft Flight Simulator is.
