Mi Friend's IP is on the black list (read first)

Yesterday i was playing with my friends GTA and one of them just say that it cannot join us, whe though it was a problem with his internet service but no, he found that his IP was on the blacklist, so anyone know why is there or how to get out?, obviously he never used hacks or something like that, just trash talking sometimes (to people that deserves) and so, we appreciate any information because we don't know what's happening.

Thanks, exists the possibility that your friend's console is banned permanently from the Xbox live network.

Can you ask him to use a completely different wifi network to see how it goes?

If the issue persists using a different network, I can advise you other things just to isolate the issue a bit more. But first, if possible ask him (or if you can do him the favor) to add his profile to a different Xbox Console and test from there.

If not:

A. Power cycle the console :
1. Turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely.
2. Unplug the console's power cable from the console and from the power outlet. Wait 5 minutes.
Important: Be sure to wait at least 5 minutes. This step resets the power supply.
3. Plug the console power cable back in.
4. Press the Xbox button on your console to turn it on.

After that, try to remove and re-add your profile on the console.

Also disconnect your router from power for about 3 minutes. Then connect it again an when everything is working, try again

B. Use a different DNS address :
go to Settings > Network > Advanced Settings

Once you’re inside the Advanced Settings menu, go to DNS settings and select Manual from the list of available options.
When you get to the next screen, enter 8.8.8.8 in the box associated with the Primary DNS and 8.8.4.4 in the Secondary DNS box.

Once the default DNS addresses have been changed, restart your console and see if the issue has been resolved at the next console startup.
(If that doesn't work use 1.1.1.1 as primary and 1.0.0.1 as secondary)

C. Perform a factory reset but keeping games and apps
Go to Settings > System > Console info > reset and then select keep my games and apps

No, it happens on a Xbox One S, he doesn't appear online or anything,, he can play games (like gta history mode) but as soon as he tries to go online just doesn't work. Apex, Rocket league, Gta V, Battlefront 2, evert game he tries does not work.

Hey thanks, i forgot to put in the post, is not only in gta, is on every game that he tried, even on his brother account he can't play any online game.

That's odd. Is this happening on PC, right?
If he try to use a completely different wifi network the issue persists?
And, in case your friend use a VPN service or similar please ask him to disable each one
